They may not recognize this fact within themselves but it is so. The point of the author was to help the church members recognize God's call within that person and welcome them like tending to angels unaware. But I think the point speaks to what you are suggesting here as well. People come "looking" for something - community? friends? other parents? a place for kids to learn about faith and life and therefore make "good" decisions? and some of us come looking for a relationship with God, some even come because going to church (or worship) makes them feel "better" - worship is inspiring.
